FAME Policy for Electric Vehicles

Faster Adoption and Manufacturing of Electric Vehicles (FAME) is the foremost policy providing direction to India's new and emerging electric vehicle (EV) segment. Drafted by the Department of Heavy Industries (DHI) under the Ministry of Heavy Industries and Public Enterprises, two versions of this policy have been implemented – the FAME I announced in 2015 and the FAME II in 2019. The policy extends incentives only to specific EV models that meet certain policy criteria, such as category specifications and domestic content requirements.

Marginal Abatement Cost Curve (MACC)

The decarbonisation of the global economy in pursuit of the objectives of the Paris Agreement requires all stakeholders, particularly countries and companies, to act urgently and effectively to address their respective carbon footprints. Addressing this carbon footprint is associated with a wide range of mitigation strategies, including investing in clean energy, improving energy efficiency, and avoiding deforestation.1 Stakeholders looking to mitigate emissions thus face the daunting task of selecting from a multitude of options. To make informed decisions on the allocation of resources, stakeholders can benefit from an understanding of the cost and impact associated with different mitigation alternatives. The marginal abatement cost curve (MACC), which represents both the cost and emissions abatement potential of mitigation options in a single chart, can be a valuable decision-making tool in this regard.

Hydrogen Vehicles

Sustainable mobility features increasingly in the national priorities of countries worldwide. While the more popular shift has been towards rechargeable battery electric vehicles (EVs), the feasibility of hydrogen-fuelled vehicles, as another alternative, has also been discussed. Given their potential to reduce tailpipe emissions, hydrogen vehicles could solve local pollution issues. But hydrogen will be beneficial in reducing carbon footprints only when it is sourced from renewable energy and is ‘green’. (For more information, refer to our previous article in CEF Explains, ‘What Is Green Hydrogen?’.)

Just Energy Transition Partnerships (JETPs)

According to COP27’s Sharm el-Sheikh Implementation Plan, at least USD four – six trillion is required per year for a global transition to a low-carbon economy.1 In fossil fuel–dependent countries, Nationally Determined Contributions typically include a fossil fuel phaseout or increasing renewable energy (RE) deployment. The eventual reduction in fossil fuel dependency could result in assets being stranded, impact government revenues and employment opportunities among other aspects. To ensure that the transition to a cleaner future is just and equitable, it is imperative to reskill workers, create alternate employment opportunities, and facilitate the participation of a wide spectrum of stakeholders in this transition.

Global Stocktake

The Global Stocktake (GST), as outlined in Article 14 of the Paris Agreement, is a crucial five-year review process. It assesses global progress towards climate goals, including limiting temperature rise and enhancing climate action. The GST evaluates greenhouse gas mitigation, adaptation, and support mobilization, aiming to set more ambitious climate targets and ensure effective global action.
